what is the selective advantage in having a genetic mechanism to regulate or switch genes on and off?

If you are considering eukaryotes it must be remembered that in general terms the default of a gene is "off" (the reverse is true for bacteria and archaea) and therefore gene expression must be turned on (or off in the second case).
It is vital that genes are only turned on when they are required and hence gene regulation occurs to ensure certain genes are switched on only when needed e.g. genes are switched on and off during different stages of development.
The control of gene expression ensures conservation of an organisms energy and also to maintain the correct functioning of the organism e.g. it would not be very uselful if the genes controlling female menapause were switched on in a young child.
